It is ilegal to trade/give another person an account. There are detailed and updated guides on the web on how you can make a PMANG account, but most are ilegal, and as such, I'm not allowed to post a link.

Keep in mind it took me 2 years to get a KRS4 account and I had to use some ilegal manuvers, so if you will have some issues getting one.
