More cores and gHz on the CPU is good. (more cores is not good only if the game does not support multicore, usually not the case, so don't worry)
More RAM for the GPU (graphics card) is also good.
Check if your power supply can provide enough voltage for all of the components. (This is a bit vague, I know. Sorry...)
Remember not to overheat.
Heatsink is this metal thing over of the CPU, and thermal paste is the "glue" that goes between it. That should keep the CPU cool.
GPUs normally can take high heat, but it's best not to push it anyways. A cooling fan should suffice for it. If you can monitor it, I would say keep it below 80 C at most.
Everything else needs some kind of cooling system as well, which most likely would be more cooling fans.
Most important part is the motherboard. Research what different CPUs, GPUs, HDDs, etc it can take. Then find some nice but affordable parts to put it in. Although some stock parts can be good too, if it's like an Intel CPU or something.
Consider a good security system for your computer. Some that I've tried are AVG, BitDefender, avast!, and Avira. Right now, I'm keeping avast!.
Remember to keep your computer parts clean. That mainly means to get dust out of it. Dust can insulate and add heat to your computer, making it run slower. When you're cleaning it, try not to damage anything or remove parts (unless you know how to put it back. It's actually fairly simple to do so) from the computer. Easy and safe way is to use a dust blower.
Keep your programs and operating system clean too. Do things like defragmentating data, clearing disk space, registry fixes, virus scans. I usually do them weekly, unless the process is quick. Then, I just have it done daily.
I'm sorry if it's too much to read. These are some basic things that I know and do for my computer. I thought, maybe, I could help out. Anyone out there can correct me if I am wrong on something.

I'm building a new Desktop PC with a $700 budget as well, pretty much waiting for Newegg's Black Friday sale to get the CPU/MoBo. If you live in the US you can try Newegg.com for barebones/components or Computerlx.com for custom systems (3 year warranty + Lifetime Tech Support).

CPU
Best bang-for-your-buck CPU right now is the Intel i5 SandyBridge 3.3Ghz 2500k -- I've used both AMD and Intel and they're both great. Intel is still better IMO, their factory heatsinks/fans are solid, compared to some of the factory AMD fans.

Motherboard
You would need a Socket 1155 Motherboard to go with that CPU - if you want upgrade-ability look for USB 3.0, Sata 6gb, PCie 3.0 -- If you have an old IDE/PATA drive you want to keep make sure the MoBo has an IDE connector.
Brand Compasisson:
-ASUS - Solid unless you get a DOA . Customer service: Terrible.
-ASRock - Even better than ASUS (ASUS is a parent company of ASRock) Customer service: None.
-EVGA - Reliable, expensive components, a bit outdated. Best customer service in the US.

Video Card (GPU)
- Best video card under $300 is still the nVidia GeForce 560 ti (costs $250 @ newegg)
- under $200 = nVidia GeForce 460
- under $150 = nVidia GeForce 440 or 450
** You can see them all here

Best brand = EVGA

** Most of these new video cards are HUGE ( 8"-10" ) so make sure your case has enough space for the wires + video card.

Power Supply:
If you buy a 560 ti or a 460+ you might want to get a PSU with at least 600w. Corsair 650w should be more than enough. Make sure the PSU has the power connectors for whatever video card you choose: some need 2, some of them only need 1.

RAM:

4-8 GB

Good brands: G.Skill, Corsair, Patriot

You should answer zi0ns questions so people can seriously recommend something that is good for the things you want to use it for.

I have but I can put them back here.
1. My budget is about 700$ since Euros is a higher currency. (It my 'Americain Father' that is buying the computer on his to stay to America for 2 month)
2. I really don't use the computer a lot except for my research for school and other stuff such has skype for saying hello to my family. I do not use Facebook for me its a waist of time.
3. I don't have anything computer related.

-Edit-
As I mention on my last comment, I travel a lot. So I would prefer a laptop.

change your cores by intel i7 dual core cpu and change you GPU by... MMMH nvidia Geforce GTX 570.

Quad cores are useless now because in 2011 components are becoming less dependent and more powerful.

In that case, any laptop with a dual core ~ 2.4 ghz ,any NOT ONBOARD gpu and ,2-4 gb ram would be preferable for you.

You should be able to buy something like that for about 500€ but it really depends on the size and quality of the screen you want to have.

I don't know where to buy laptops in france, so have a look around.

Sorry for missing the answers the first time.

I just googled one for you that might suit your needs : The Fujitsu Lifebook AH531 i5

But you should really check a bit yourself, I havent read any reviews for that one either or something.

I was just giving the minimum she would need to get what she wants.

Anything better can obviously also be used.
